- Prepare the Beef Filling:

- In a saucepan, heat the oil over medium heat. Add the flour and whisk continuously for about 1 minute.
- Stir in the chili powder, cumin, garlic powder, and onion powder.
- Gradually add the tomato sauce and water (or broth), whisking until smooth.
