Instructions:

Mash the boiled potatoes until smooth. Season with salt and pepper.
In a bowl, mix the shredded cheese, cooked meat, green onions, parsley, and diced carrots.
Take a handful of mashed potatoes and flatten it into a patty. Place a spoonful of the filling mixture in the center.
Fold the edges of the potato patty over the filling, forming a ball, and then flatten it slightly to form a cake.
Coat each potato cake in flour, dip in beaten egg, and then coat with flour again.
Heat oil in a frying pan over medium heat. Fry the potato cakes until golden brown on both sides, about 3-4 minutes per side.
Serve hot, garnished with additional chopped parsley or green onions.
